The current growth of Horowhenua, coupled with the associated environmental, economic, and social challenges require a multifaceted and layered planning approach to respond to these challenges.

Te Tūmatakahuki and Horowhenua District Council recognise that hapū rangatiratanga and mana motuhake play an integral part in decision-making and a leadership role in the delivery of activities within our district.

This project will support the district in the development of its future planning frameworks through the provision of a clear and structured approach to enable hapū to uphold their tupuna responsibility to care for the rangatiratanga o te taiao.
